Lake Red Bluff: City officials assess recreation options

As the 47-year-old Lake Red Bluff was filled for the last time this week, city officials are still looking for an alternative to replace what was their premier recreational attraction.

The answer might be along the shore of the recently filled Lake Red Bluff, said Martin Nichols, Red Bluff city manager. He said the city is interested in taking over the nearly 500-acre Lake Red Bluff recreation area from the federal government and possibly building an off-highway-vehicle park.

The park could replace the 12-mile lake, which has brought boaters to town during late spring and summer since 1964, when the U.S. Bureau of Reclamation installed the Red Bluff Diversion Dam.

"Clearly the loss of the lake is an economic and aesthetic loss to the city," Nichols said.

For the sake of migrating fish – including federally protected salmon and sturgeon – the federal government is replacing the dam with a $202 million water pumping plant.

"Once the new system is completed there will be no need for the dam," said Pete Lucero, spokesman for the bureau in Sacramento.

The pumping plant will start filling the Tehama-Colusa and Corning canals next spring, he said.

While the bureau has been talking with the city about mitigation for recreation lost once the lake is gone, Brian Person, manager of the bureau's Northern California Area Office, said Thursday that he hadn't heard about the OHV park idea.

"We've had some very general conversations on what they'd like to do," Person said.

Nichols said U.S. Rep. Wally Herger , R-Chico, also has been involved with the talks.

He said the bureau plans to restore 23 acres of habitat along the river near Discovery Park to compensate for the footprint of the new pumping plant.

And the bureau paid the city $30,000 in 2010 as a settlement for a lawsuit seeking damages for the loss of the Lake Red Bluff.

In the lawsuit, the city claimed it will lose $4 million annually once the lake is gone.

The city is pursuing federal grants that would fund restoration along the Sacramento River where the lake fills, Nichols said. The restoration would provide a shaded channel for salmon while improving the look of the river.

Lake Red Bluff was kept in place from 1964 until 1986, when the bureau started to temporarily open up the diversion dam gates to allow for fish migration. In 1994 the bureau narrowed the window that the lake is in place to four months, May 15 to Sept. 15.
